HIV Prevention Programs RFP


The Minnesota Department of Health has announced the release of the 2022 RFP for HIV prevention programs to be funded from 2023-2028, that include:

  • HIV testing, counseling, and referrals,
  • Early intervention services (EIS),
  • Pre-exposure prophylaxis (PrEP) services, and/or
  • Syringe services programs (SSPs)

We seek to make the greatest impact possible with available federal and state funding by focusing on prioritized populations most often impacted by the epidemic.

The 2022 HIV Prevention Project Request for Proposals is now available. The RFP will be posted for no less than 45 days.

All questions or concerns about this RFP must be submitted in writing via email to Emails should include name and telephone number, as well as the section and page number in the RFP. Please use “2022 HIV Prevention Projects RFP Question” as the subject line of the question email.

Questions regarding this RFP or the RFP process will be accepted until 4:30 pm CST on Wednesday, Aug. 17, 2022. MDH will respond to the person who sent the question and will post questions and answers weekly on this page. The last FAQ update will be uploaded the website Friday, Aug. 19, 2022.

All proposals are to be developed based solely on the information contained in the RFP submission. To ensure the proper and fair evaluation of all applications, other communications regarding this RFP including verbal, telephone, written or internet initiated by or on behalf of any applicant to employee of the Department, other than questions submitted to as outlined above, are prohibited. Any violation of this prohibition may result in the disqualification of the applicant.

Reviewer Information

The HIV/STD/TB Section is seeking community reviewers to help evaluate eligible 2022 HIV Prevention Project Request for Proposals and make recommendations for funding decisions. People who have lived experience or a deep understanding of HIV and the affected priority populations are encouraged to apply for this opportunity. All reviewers will receive training and support and attend an RFP review team meeting. Duties are expected to occur during the month of September. Reviewers will be compensated for their time and expertise. Applications were accepted through July 10, 2022.

Partner Services Reintroduction Campaign


This RFP seeks a marketing firm to research, plan, create, and test a promotional and awareness campaign for the MDH Partner Services Program. The Partner Services Program offers people who have been diagnosed with HIV or an STD referrals to medical, prevention, and other services, and helps with partner notification. The campaign will serve as an opportunity to reintroduce Partner Services and all it offers to potential clients as well as providers.

Work is anticipated to start after Oct. 1, 2022, and last through Dec. 31, 2022.
